Tackling the Medicaid Monster

It's complicated. It's big money. It's Medicaid and it's changing. Directing the transformation of this essential program in Ohio is Greg Moody, appointed by Governor Kasich to lead the Office of Health Transformation. On Wednesday, September 12, Moody will discuss how his office will be working towards changing the structure of Medicaid in Ohio.

Moody's career in public service veered toward public policy and healthcare when he served as a budget associate for the U.S. House Budget Committee in Washington D.C. Then Budget Chairman, Rep. John Kasich, asked Moody to report on the impact of Medicaid on federal spending. Moody has since held positions in the Office of the Dean at the OSU College of Medicine, the Ohio agency for Health and Human Services and the Ohio Department of Job and Family Services. Prior to his most recent position, he was a senior consultant at
Health Management Associates, a national research and consulting firm that specializes in complex health care program and policy issues.

Since not all citizens are as knowledgeable as Moody on government sponsored healthcare options, here's a quick primer on the differences between Medicare and Medicaid. Medicare is the federal healthcare system for adults over 65 and younger people with disabilities. Medicaid provides health coverage to families with low incomes, children, pregnant women, and people who are aged, blind, or who have disabilities. To further complicate definitions, some people are eligible for both Medicare and Medicaid.
Moody's challenge to overhaul Ohio's Medicaid system has already begun. With bits and pieces of Ohio's Medicaid administration spread through various Ohio agencies, although primarily in Jobs and Family Services, the Governor recently announced that Medicaid will be its own agency. This $18.8 billion agency will officially become independent in July, 2014 after the next budget, although some consolidation efforts are already underway.
Another consolidation effort in Medicaid will be implemented on January 1, 2013. It will reduce the number of health plans available to recipients from 38 to 5 and reduce the number of regions serving Ohioans from 10 to 3. These two changes should increase the efficiency of the program and offer better service to the Ohioans and their families.
Following the Supreme Court's decision to make the Affordable Care Act's Medicaid expansion optional, Ohio can choose whether or not to expand Medicaid to more people. How Ohio will choose to tackle this question remains to be answered.
